This contribution focuses on the role of various interest groups in shaping a policy issue at different stages of the policy cycle in a contentious context. Based on the example of medical cannabis (i.e., physician-prescribed used of cannabis for specific medical conditions) in the United States and in Switzerland, it provides a comprehensive analysis on the way a public issue is shaped by its treatment across different policy arenas. In a process of scientific specialization, the analysis of agenda-setting processes (with a focus on deliberative arenas) and of policy implementation processes (with a focus on the administration and implementation partners) have tended to take separate paths. Moreover, the ex-post attacks of policy decisions trough legal procedures in courts also tend to be studied separately. However, considering policy issues across several policy cycles is a promising approach to the understanding of public action. Each phase of the policy cycle and policy arena has its specific rules, dynamics and instruments, thus favoring the expression of distinct types if interests and provoking selection and amplification effects. These have major repercussions on the final social construct that is a public policy. The study examines the emergence and evolution of medical cannabis policies from the nineties to today, based on parliamentary debates, media reports, official documentation, court decisions and interviews with key players (policy implementers and interest groups). It underlines the changing dynamics of the debates across policy arenas, as well as the importance to take into account the interactions between executive, legislative and judiciary processes.
