This chapter seeks to analyze the entanglements between pastoral practices in the context of liberation theology and international development cooperation in Ecuador during the second half of the 20th century. During the 1960s and 1970s, new paradigms of modernization and development marked the engagement for the socio-economic improvement of the population of the Andes. In line with that, the solution of the so-called 'Indian problem' was at the top of the agenda of the government, international development organizations and reform-oriented Catholics. By focusing on a Swiss-Ecuadorean collaboration between members of the Catholic Church and development aid workers, this chapter argues that the 'liberation of the poor' must be analyzed in the context of the internationalization and professionalization of development cooperation in the second half of the 20th century. In the 1970s, despite liberation theology’s claim to replace paternalistic paradigms of development with emancipatory movements, this theological current favored the increasing presence of international development agencies in the region.
