With the assistance of a comparatively small administrative apparatus, the Bishops of Basel ruled over a more or less territorially cohesive prince-bishopric of medium size. A favorable constellation of regional powers enabled them to maintain a rather independent position in the surrounding area. The inability of neighbors, such as the Habsburgian Dukes of Austria or the city-states of the Swiss Confederacy enlarged their spheres of influence without drawing the others’ suspicion and turned out to be favorable for the bishop and the cathedral chapter. At the same time, the episcopal power rested upon a distinctively frail financial basis. This situation was not unusual for the majority of the imperial bishops and itself not solely characteristic for “small” bishops. Resulting fiscal problems by growing political changes, such as general turmoil at the end of the 15th century and the cathedral city of Basel entering the Swiss Confederacy in 1501, curtailed the episcopal room for maneuver and forced him to become, also in a regional context, a “small” bishop. From that moment, the cathedral chapter managed to increase its influence on the episcopal administration, which had been negligible before in comparison to other bishoprics of the empire.
