In response to the shortcomings of state diplomacy, international NGOs—together with Kashmiri groups in Britain and Pakistan- and Indian-held Kashmir—seek to change the situation of Kashmiris’ separation and exclusion from conflict resolution. Under the banner of “civilian peacebuilding,” they aim to overcome the social and political divisions imposed by the Kashmir dispute by organizing collaborations and social exchange between civil society groups across the Line of Control. Adopting “civility” as an analytical lens, this contribution focuses on the politics of civil society peacebuilding that claims to take a “non-political” stance in the violent conflicts over territorial sovereignty in Kashmir. While involving possibilities to imagine new social and political alternatives for the region’s future, “non-political” peacebuilding also runs into the danger of causing new conflicts. The claims to civility draw moral and political boundaries that incite violence and radical disagreement among people and groups—as civil society, political activists, and militants.
