The article analyses the emergence of organizational initiatives for
the inclusion of people with a migrant background in football clubs on the basis
of the garbage can model from actor theory. The empirical basis is 32 expert inerviews in 12 Swiss football clubs that have implemented organizational initia-
tives. The results show that many clubs have responded to external requests in
connection with the refugee movements since 2015 on the basis of moral convic-
tions, initially implementing football offers. In the event of significant challenges
during implementation, some clubs also realize further structural measures. In-
dividual board members are generally active in this process, usually negotiating
the issue in informal decision-making opportunities. The interests of members
not involved in the process are not always taken into account. The garbage can
model proves to be a suitable theoretical-methodological framework for investi-
gating organizational processes in the context of integration in sport clubs.
