This article examines the electrotechnical discourse in Tyrol between 1893 and 1914 from a regional-historical perspective. How regional, local, transnational, and centralist actors influenced the development of hydroelectricity during the early phase of hydropower generation through public statements in Tyrol, forms the subject of the study. Firstly, two presentations from Innsbruck are analysed, in which hydraulic experts envisioned the development of hydropower for the region. Secondly, the paper shows how prognoses for regional progress could be implemented locally by municipal councils and transnational hydraulic engineers who presented and negotiated projects publicly. Thirdly, the article addresses the question why hydropower was only reluctantly developed in Tyrol prior to the First World War. Here, the article draws on centralist statements from Vienna, which called for a “rational” use of the Tyrolean water resources in the context of the Austro-Hungarian energy economy.
