With the MAB Strategy 2015–2025, the Lima Declaration 2016 and the Lima Action Plan 2016-2025, UNESCO Biosphere Reserves (BR) are to develop into models for implementing the Sustainable Development Goals 2015–2030 (SDGs). They should serve as role models by showing how and what they contribute at local level to achieving the global goals of sustainable development. So far, however, there are no indications as to which SDGs with their 169 sub-objectives BRs can and should contribute to at all. The question also arises as to whether the SDGs really provide a meaningful target framework for BRs. These uncertainties were the starting point for a project in the UN-ESCO BR Entlebuch. Within the framework of criteria-based expert assessments, all 169 SDG sub-objectives were assessed in terms of the extent to which they are relevant for BRs in Western Europe in general and for the BR Entlebuch in particular, whether the relevant sub-objectives are already covered by existing measures and whether there is a need to adapt the objectives and measures. The results are diverse: two thirds of the 169 SDGs sub-objectives are of little or no significance for BRs, and BRs can have a direct impact on only one third; indirectly (e.g. through cooperation with other actors or training), however, they have further opportunities to influence certain sub-objectives. The example of the BR Entlebuch showed that there are even fewer sub-objectives that play an important role in the practical implementation of a BR. From the results it can be concluded that the 169 SDGs sub-objectives are not suitable as the only target frame-work for BRs. The generally formulated 17 SDGs, on the other hand, can serve well as orientation frameworks for BRs. They make it possible to introduce a global perspective at the local level and contribute to a critical assessment of the target framework as well as the measures of a BR.
