The chapter analyses privatisation reforms of Egyptian education from the 1980s to the present, focusing on expansion of fee-charging public schools targeting the middle classes. The chapter argues that Egyptian education policy has departed from a welfarist conception of education as public service by adopting a market-driven logic that presents education as investment.
