Quality development in higher education must address multiple levels of the organisation. This paper focuses on the characteristics of quality and development in relation to evidence from higher education teaching and learning. Furthermore, we discuss how quality development can be supported and made visible. We propose a theory-based classification scheme to describe, analyse or plan interventions geared towards quality development in higher education. Finally, four interventions are situated within the scheme to provide an example of its application.
